A good example of this is the alcohol ban in the US. Whenever you BAN something, you create new problems. It's MUCH more efficient to work with the addict and figure out what the root problem is than to completely ban something just because some people couldn't handle it. Just because there are substance addicts, we shouldn't ban all substances etc, etc, etc. Just because there are sex addicts, we shouldn't ban condoms. There are other problems in a person's life that leads to the person being addicted to whatever they're addicted to. The problem with addiction is rarely the thing that people are addicted to.
Most people I know also gamble, but only one of them ever had a problem with it/was addicted to it. I never spend more than €50-75 a month on it. I've been a gambler for over 15 years now.
